Senior Contracts and Commercial Consultant

Our client is a leading global professional services and engineering consultancy, delivering complex infrastructure and engineering solutions across the transport sector and other major industries.

Role: 

The role involves NEC4 and PPP contract administration, including liaison and coordination with the Client and Contractor teams, as well as internal team members and technical specialists. The role also involves managing the delivery of specialist technical services. The successful candidate will work as part of a multidisciplinary core team.

Responsibilities:

The Senior Contracts and Commercial Consultant will support the Commission Manager in the delivery of service, this will include:

·       Budget and cost management services, including cost estimation using tendered rates, verification of payment requests, and recommendations for payment.

·       Assessment and written verification of Contractor payment applications, ensuring that payments being made are properly due under the various contracts, represent good value for money and that appropriate and auditable records are maintained.

·       Conducting contract management and administration, performance monitoring activities and operational supervision.

·       Reviewing and advising on key documentation and deliverables.

·       Drafting the responses for formal correspondence in relation to the contracts.

·       Conducting periodic audits, site inspections, monitoring and compliance checks of the operations, maintenance and asset management activities, processes and procedures.

·       Supporting contract-related decision-making and advising on matters relating to Contract administration.

·       Support the Authority in the development, tender documentation and Task Order preparation;

·       Preparation and administration of Task Orders, Compensation Events or variation notices for the OMTTCC2G or PPP concessions.

·       Evaluating commercial Contractor submissions, including Task Orders and Compensation Events.

·       Providing ad hoc advice to the Authority regarding service provision, which may include contractual and commercial advice related to the Contracts.

·       Provide technical advice and reporting in the collection of traffic data and patterns.

·       Acting as Authority’s Representative for delegated functions, as assigned by the Authority.

·       Providing technical advice and monitoring compliance with Tunnel Safety Directive obligations across all tunnels on the national road network.

·       Attend and review OMTTCC2G and PPP emergency exercises (live and tabletop).

Requirements

·       10+ years’ post-graduate experience working on transport infrastructure projects, including at least 5 years’ experience working on tunnel projects covered by the Tunnel Safety Directive.

·       Minimum 3 years’ post-graduate experience overseeing and monitoring operations and maintenance activities within complex operational infrastructure.

·       A Level 8 qualification recognised by the National Framework of Qualifications (NFQ/QQI), or an equivalent qualification in Business, Civil, Structural, Mechanical or Electrical/Electronic Engineering.

·       Candidates with qualifications or professional experience in Quantity Surveying, Cost Management or Contract Management may also be considered.

·       Excellent written and verbal communication skills

·       Full driver’s license
